UPDATED 12/11/09
Beginning December 9th, customers on post-paid accounts with devices running Android 1.6, such as the T-Mobile G1 and T-Mobile myTouch 3G, will begin to receive an update to the Android Market application to allow for purchases to be charged directly to their T-Mobile account. This allows customers to purchase paid applications without entering credit card information. If you are one of these customers here are some details of the change:
Note: At this time, the Motorola CLIQ and Samsung Behold II, which currently operate on Android 1.5, will continue to require customers to enter their credit card information to purchase paid applications.

Frequently Asked Questions
How do I know that I received the update?
Since the update is invisible you will not be proactively advised that you have received the update. You can check your Android Market version using the following procedure:
Can I get the update early?
The Market update will be released in phases with all targeted subscribers receiving the update by early January 2010. T-Mobile does not have the ability to deliver the update on demand. The Market application will request an update periodically when it is launched to ensure that you have the most up to date version. In order to guarantee that your Market application is requesting updates always back out of the market when you are finished using it.
Why can’t I purchase an application that’s in Euros or Pounds?
You can still purchase an application that is not in US Dollars but you need to use a credit card. At this time, T-Mobile can only allow for this payment option if the application developer has set a price in US dollars.

Nope. Not yet. Still Waiting.
My market version is 1660, and I misread the original post where it said that it had to be higher than 1660. I got so excited and was about to go app crazy. Lol.
Oh well, hopefully very soon.

From what I have read the new version will be version 1670.
I also read that T-Mobile and Google are staggering the updates. For some reason there is no way to update everyone's market at once.
The update from 1620 to 1660 why there is the T-Mobile apps tab in the market.
All T-Mobile users should receive the update by early January of next year.
Again, this is all info that I have read from various blogs and forums.
Also, don't waste your time calling T-Mobile support, because it seems like no one has even heard about the update to the market.
So I guess we all just have to wait and see.

Hmm... second post from mod states that we should look for a version GREATER than 1660. So those who are receiving 1660 are just getting their phones updated. Seems like T-Mobile is not ready to release the new version. As for the version number of the updated Market app, it will probably depend on the test results (i.e. how many updates past 1660 to reach gold?).
